Algeria Grants Shs 50 Billion for Katakwi General Hospital Upgrade

In a landmark move for healthcare in eastern Uganda, the governments of Uganda and Algeria have signed a cooperation agreement to rehabilitate Katakwi General Hospital, transforming it into a regional centre of excellence.

A Transformative $13.7 Million Investment

On September 8, 2025, Finance Minister Matia Kasaija, accompanied by District Health Officer Dr. Simon Ichumar Omeke, formalized the agreement in Algiers. The funding sourced from the Algerian Agency for Cooperation in Solidarity and Development amounts to $13.7 million, approximately Shs 50 billion.

Ambitious Infrastructure Upgrades Planned

The investment will support comprehensive enhancements across the hospital campus. Plans include the establishment of a state-of-the-art Intensive Care Unit (ICU), the first of its kind in eastern and northern Uganda, as well as a modern mortuary, an expansive outpatient department with an emergency unit, and a fully functional operating theatre. A radiology department will also be introduced, equipped with X-ray and scanning facilities to improve diagnostic capacity.

In addition, twelve new staff houses will be constructed alongside medical waste management facilities and an incinerator to ensure safe disposal practices. The existing maternity, children’s, male, female, and general wards will undergo full refurbishment.

Support facilities such as a kitchen for patient attendants, a laundry, a placenta pit, and landscaped hospital grounds will complete the transformation, creating a holistic environment for both patients and caregivers.

More Than Bricks: A Socio-Economic Catalyst

At the signing ceremony, Minister Kasaija described the project as more than just a health investment, but rather a socio-economic catalyst for the region. He emphasized that the hospital’s upgrade would expand access to specialized care, reduce treatment delays in emergencies, and ease congestion at regional referral hospitals, allowing them to focus on more complex cases.

The hospital will also serve as a clinical training hub for interns, nurses, and other health workers, strengthening the pipeline of medical talent. Beyond healthcare, the project is expected to create jobs, drive demand for local services, and inject new life into the district’s economy.

A Legacy of Underinvestment Ends

Katakwi General Hospital holds a long history, starting as a dispensary in the colonial era of 1956. It was subsequently elevated to Health Centre IV and then a district hospital in 2011, but saw little infrastructure investment to match its status until now.

Voices from the Community

Usuk County MP Bosco Okiror welcomed the initiative, noting that it would drastically reduce the number of patients forced to travel to Soroti Regional Referral Hospital or Matany Hospital in Karamoja for specialized care. He further credited Vice President Jessica Alupo for her role in securing Algeria’s support in making this project a reality.

The hospital’s new role as a training ground will nurture future health workers, ensuring that the benefits extend beyond today’s patients. At the same time, the project is set to stimulate the regional economy by generating employment, increasing demand for services, and promoting greater equity in healthcare access across Uganda.
